Child Support in Collaborative Cases
with
Chardean Hill and Sabrina Frey

Chardean M. Hill is currently a Child Support Enforcement Hearing Officer for the 13th Judicial Circuit of Florida since March 2025. As a quasi-judicial officer, she conducts hearings involving the establishment, modification, and enforcement of child support obligations.

She has been practicing law since October 2008. Before becoming a Child Support Enforcement Hearing Officer, she was a Judicial Staff Attorney for the 13th Judicial Circuit of Florida, and before that she was a sole-practitioner and owner of CMH Law & Dispute Resolution, LLC located in Brandon, Florida. She operated her own firm from May 2019 until early February 2024, where her focus was on alternative dispute resolution, primarily mediations and arbitrations. She also handled legal ethics defense and risk management for Florida lawyers, and represented applicants for admission before the Florida Board of Bar Examiners. She is a Florida Supreme Court Certified Circuit Civil, Family, and County Court Mediator and a Florida Supreme Court Qualified Arbitrator. She has mediated or arbitrated disputes involving a variety of claims and subjects. She lectures on a variety of ethics topics for various local bar associations and law schools, and presents on topics involving professionalism and child support.

She is actively involved in Florida’s legal community. From July 2020 through June 2026, she served on The Florida Bar’s Standing Committee for Professionalism (SCOP) and served as Chair of SCOP for the 2023-2024 Bar year. She has served as a pro bono program mediator and arbitrator for The Florida Bar’s Grievance Mediation and Fee Arbitration Program, and serves on The Florida Bar’s Standing Committee for Grievance Mediation and Fee Arbitration since July 2023. She is on the Executive Council of The Florida Bar’s Alternative Dispute Resolution Section where she chaired the Arbitration Committee from June 2022 through June 2026. She is a member of the Hillsborough County Bar Association and its Alternative Dispute Resolution Section and Marital & Family Law Section, the Ferguson-White American Inn of Court (currently President-Elect and Board member since July 2022), and a former member of the National Organization of Bar Counsel and former member of the National Association for Court Management.

Sabrina Frey serves as a Child Support Hearing Officer for the Thirteenth Judicial Circuit Court in Hillsborough County, Florida where she presides over child support matters. Through her service on the bench, Ms. Frey has developed expertise in the practical application of Florida family law and child support proceedings.

Prior to her appointment as a Hearing Officer in the Thirteenth Judicial Circuit Court, Ms. Frey built a distinguished career in child support enforcement, legal administration, spanning more than two decades. She previously served as Policy and Procedure Legal Supervisor for the Cuyahoga County Child Support Enforcement Agency in Cleveland, Ohio, where she directed the development and implementation of agency-wide policies for the State of Ohio's largest child support enforcement agency.

Ms. Frey is an active leader within Florida's legal community. She currently serves as President of the Stann Givens Hall Family Law Inn of Court, an organization dedicated to fostering professionalism, ethics, civility, and excellence among judges, judicial officers, and family law practitioners. She is also a Florida Court Personnel Certified Trainer, reflecting her commitment to judicial education and the professional development of court personnel throughout the state.

Ms. Frey has received numerous awards for her policy implementation and development with respect to child support from the State of Ohio. Ms. Frey offers a unique perspective that bridges judicial decision-making, agency operations, and practical application with current developments in Florida child support law, procedural best practices, and the real-world issues confronting attorneys and judicial officers in family law proceedings.
